Public Health Surveillance

NIDA’s 2016 MTF survey finds number of teens experimenting with vaping drops for 2 consecutive years, finds (from 2014 to 2016):
- 29% drop in past 30 day vaping by 8th graders (from 8.7% to 6.2%)
- 32% drop in past 30 day vaping by 10th graders (from 16.2% to 11.0%)
- 27% drop in past 30 day vaping by 12th graders (from 17.1% to 12.5%)
- 29% drop in past 30 day vaping by 8th10th12th graders combined (from 13.9% to 9.9%)
- just 20% of teens who vaped reported vaping nicotine (for second year in a row),
- increasing incorrect belief of “great risk in using e-cigarettes regularly" by 8th, 10th and 12th graders from 2014 to 2015, and again from 2014 to 2015.

2016 MTF data finds lifetime e-cig use dropped (from 2015) for 8th, 10th and 12th graders,
(also indicating that the teen e-cig fad created by DHHS’ War on Vaping is waning)

But headline of the Univ of Michigan’s 2016 MTF press release inaccurately stated
“Vaping, hookah by US teens declines for first time”, press release falsely insinuated that vaping by teens did NOT decline from 2014 to 2015 and may not have peaked yet, touts junk studies that falsely claimed vaping is a gateway to teen smoking.

Univ of Michigan 2016 MTF data charts eliminated all 2014 MTF e-cigarette use data, cited different past 30 day data for 2015 (i.e. 8.0% of 8th graders, 14.2% of 10th graders, 16.3% of 12th graders) than was reported by NIDA in 2016 and by Univ of Mich in 2015
as well as a different combined past-30-day data (i.e. 12.8%) at
than was cited in the 2015 Univ of Mich. MTF data (i.e. 13.2%) at

At 2016 MTF press conference, NIDA’s Wilson Compton contradicts MTF data, falsely claims “We already know that the youth who are taking up e-cigarettes are more likely to make that transition to combustible tobacco than youth that don’t use e-cigarettes”

2016 MTF finds US teen cigarette smoking plummets from 2010-2016 to new record lows (as vaping grew), finds
- 51% drop in lifetime cigarette smoking by 8th graders (from 20.0% to 9.8%)
- 47% drop in lifetime cigarette smoking by 10th graders (from 33.0% to 17.5%)
- 33% drop in lifetime cigarette smoking by 12th graders (from 42.2% to 28.3%)
- 63% drop in past 30 day cigarette smoking by 8th graders (from 7.1% to 2.6%)
- 64% drop in past 30 day cigarette smoking by 10th graders (from 13.6% to 4.9%)
- 45% drop in past 30 day cigarette smoking by 12th graders (from 19.2% to 10.5%)
- 54% drop in past 30 day cigarette smoking by 8th, 10th & 12th graders combined (from 12.8% to 5.9%)
- 69% drop in daily cigarette smoking by 8th graders (from 2.9% to .9%)
- 71% drop in daily cigarette smoking by 10th graders (from 6.6% to 1.9%)
- 55% drop in daily cigarette smoking by 12th graders (from 10.7% to 4.8%))
- 67% drop in ½ pack+/day cigarette smoking by 8th graders (from .9% to 0.3%)
- 75% drop in ½ pack+/day cigarette smoking by 10th graders (from 2.4% to 0.6%)
- 62% drop in ½ pack+/day cigarette smoking by 12th graders (from 4.7% to 1.8%)

CDC Youth Risk Behavior Survey found sharp cigarette smoking drops sharply among 9th-12th graders from 2011 to 2015 (as vaping by teens increased), found
- 28% drop in lifetime cigarette smoking (from 44.7% to 32.3%)
- 40% drop in smoking a cigarette during past 30 days (from 18.1% to 10.8%)
- 47% drop in smoking cigarettes 20 or more of past 30 days (from 6.4% to 3.4%)
- 48% drop in daily cigarette smoking (from 4.8% to 2.3%)
- 36% drop in smoking a whole cigarette before age 13 (from 10.3% to 6.6%)
- 21% drop in smoking a cigar during past 30 days (from 13.1% to 10.3%)
- 27% drop in any cigarette/smokeless/cigar use in past 30 days (from 25.5% to 18.5%)

UK NHS survey finds just 4% of youth (8-15 years) have ever smoked a cigarette,
new record low

Obama DHHS funded vapor prohibitionist OSU’s Micah Berman praises and repeats SG Murthy’s lies and demonization of lifesaving vapor products

Medical trade groups (AAFP, AAP, ACP, ACOG, AMA) applaud and repeat SG Murthy’s cigarette protecting lies about vaping, fail to ethically disclose that:
- vaping is far less harmful than smoking and has helped many smokers quit smoking,
- they’ve been financed by Big Pharma firms that sell ineffective and less-than-safe “tobacco treatment” drugs, and drugs used to treat millions of sick and dying smokers,
- the US healthcare system now generates $15 of revenue for every pack of cigarettes consumed in the US (as healthcare costs for treating cigarette diseases is $200B annually)

USC touts vapor prohibitionist Jonathan Samet’s writing of SG anti-vaping propaganda

Anti-consumer Consumer Reports repeats and further embellishes SG Murthy’s lies about vaping, fails to acknowledge or express concern for millions of vapers who quit smoking or for tens of millions of smokers who would benefit from switching to vaping

FDA Deeming Regulation

US Senator Ron Johnson (R-WI) and US Rep. Duncan Hunter (R-CA) urge Vice President-elect Mike Pence to repeal or suspend FDA’s Deeming Regulation (which will ban the sale of all lifesaving vapor products to adults in the US on August 8, 2018)

Trump urged to snuff out FDA rules threatening 15,000 e-cig makers

House Freedom Caucus calls on Trump to repeal FDA Deeming Regulation, cites rule’s disastrous impact on cigar industry

Big Government regulation advocate Consumerist falsely claims repeal of FDA Deeming Regulation (that will ban all lifesaving vapor products and half of cigars) would protect Big Tobacco by eliminating TCA/FDA cigarette regulations, denigrates smokers who desire far less harmful alternatives “Really — the worst fear for a smoker is whether or not the FDA has to approve a new tobacco product before it hits the market?”

FDA protects cigarettes again, denies Swedish Match’s MRTP applications to remove TCA/FDA mandated false and misleading warnings from their very low risk snus products, and to truthfully inform consumers snus is less harmful than cigarettes

FDA issues Perspective: Lessons learned from the first review of Modified Risk Tobacco Products (MRTP) Applications

FDA has now rejected (i.e. refused to accept, refused to file, denied, or bullied applicant into withdrawing) 25 MRTP applications, while approving none

FDA 2015 HINTS survey finds just 12% of American adults know smokeless tobacco products are less harmful than cigarettes, 66% inaccurately believe smokeless is just as or more harmful than cigarettes, and 21% don’t know.

Brad Rodu: FDA rejects pleas to correct smokeless tobacco warnings; a closer look at flawed interpretations

Eric Boehm: Safer alternative to smoking can’t call itself a safer alternative to smoking

ACSH’s Hank Campbell: FDA denies modified risk tobacco product status for snus

Big Pharma financed CTFK applauds FDA’s denial of SM’s MRTP application for snus, keeps lying about snus (which is 99% less harmful than cigarettes, and has helped a million Scandinavian smokers quit smoking).

FDA’s Califf praises FDA/NIH funded anti-vaping propagandists

Outgoing FDA Commissioner Robert Califf praises Academic Medical Centers (AMCs), especially those with FDA regulatory science program grants/contracts; fails to acknowledge that most FDA CTP/NIH funded AMCs have grossly misrepresented the scientific evidence on vaping, demonized the lifesaving products, and lobbied for FDA’s vapor Deeming Ban, vaping bans and/or other anti-vaping laws.

(Greg Conley tweets Christmas present to Bill Godshall)

Levy et al study estimates 53 million smokers quit smoking from 2008-2014, but credits and praises WHO FCTC, which has lied about and lobbied to ban the manufacture, sale and advertising of lifesaving vapor products and snus, and to tax very low risk alternatives the same as far more harmful cigarettes.

CalPERS keeps throwing away billions of dollars (despite growing financial problems), committee votes to keep 16 year ban on buying tobacco stocks, to sell remaining shares

FDA/NIH/CA DOH funded Stan Glantz helped convince CalPERS to continue tobacco stock divestment; falsely informed CalPERS Investment Committee “Reinvesting in tobacco stock will be a poor long term financial choice considering the global moves towards cigarette and e-cigarette regulation.” (as tobacco company stocks have sharply increased since Congress enacted the Tobacco Control Act in 2009, and since FDA proposed the cigarette industry protecting vapor Deeming Regulation in 2014)

Junk Science, Propaganda and Lies

Mike Siegel – Lying for money: Campaign for Tobacco-Free Kids solicitation is fundamentally dishonest

Big Pharma financed vapor prohibitionists CTFK, ACS, ALA, AHA, ANR, RWJF and Legacy rank states by how much taxpayer dollars they spend hawking ineffective and less-than-safe Big Pharma drugs, and lying about vaping, nicotine, flavorings, smokeless tobacco, cigars, hookah, advertising, etc.; Calls lobbying propaganda “Broken Promises to our Children” & “Protecting Kids from Tobacco”

CDC deceitfully conflates use of lifesaving vapor products, very low risk smokeless tobacco, and low risk cigars with highly addictive and deadly cigarette smoking; then advocates counterproductive abstinence-only, anti-THR tobacco-use prevention programs
and giving teen tobacco users FDA approved nicotine and/or other “treatment” drugs

American College of Emergency Physicians grossly exaggerate risks and numbers of accidental e-liquid ingestions by youth to scare, fail to ethically acknowledge that Big Pharma drugs and household cleaners cause >100 times more childhood poisonings

Anti vaping activists falsely claim (in headline) flavored vapor products are “candy flavored to appeal to children”, unethically urge nonsmoking teens to vape by showing them many vapor ads, then claim watching ads increased interest in candy flavored e-cigs

Big Pharma funded ACS’ Brian Donohue deceitfully equates all tobacco use with highly addictive and deadly cigarette smoking, but wisely advocates increasing Virginia’s $.30/pack cigarette tax (that forces state taxpayers to subsidize the skyrocketing costs of treating cigarette diseases, and encourages cigarette smuggling).

Big Pharma funded ACS invites former CTFK president William Novelli to join ACS board; Novelli led CTFK’s failed 1997/98 federal lobbying campaign with Big Tobacco to immunize cigarette companies from lawsuits in exchange for $258 billion over 25 years (by falsely claiming the legislation was needed to protect kids from Big Tobacco).

Daily Mail article grossly misrepresents finding of junk studies, falsely claim vaping can cause severe gum disease and increase risks for mouth cancer

Drs. Oz and Roizen unethically tell smoker who switched to vaping to quit vaping, and use FDA drugs instead, tout inapplicable cell studies that authors misrepresented as applying to humans, imply by omission that vaping causes mouth cancer
